The council’s Cabinet has approved a further round of consultation on the new Local Plan, which took place between Tuesday 9 September and Tuesday 21 October 2025.

This consultation has now closed and comments can no longer be submitted.

Every single one of the comments received during this consultation and the previous consultations will be taken into account as we prepare the final draft version of the Local Plan – known as Regulation 19 – early next year.

All previous comments will also be forwarded to the Secretary of State for Housing, Communities and Local Government who will appoint a planning inspector.

They will then hold a public inquiry, known as an Examination in Public, into the draft plan.

We have left the supporting information for this consultation on this page given the level of interest in the draft Local Plan.

Under the new National Planning Policy Framework (NPPF), the government has set the district a target of 1,215 new homes being built every year until 2042/2043.

This consultation, under what is known as Regulation 18, is focused solely on:

  • changes to some of the draft strategic site allocations
  • a number of new site allocations
  • Gypsy and Traveller draft policies and allocations
  • what other changes to the NPPF mean for our district
