Draft Tenancy Strategy

We are inviting residents, social housing tenants, housing providers and local organisations to share their views on our draft Tenancy Strategy 2026.
The council has a statutory duty to produce a Tenancy Strategy to guide Registered Providers of social housing when they develop their own tenancy policies for affordable homes in the Canterbury district.
Registered Providers include housing associations and other not-for-profit and for-profit organisations.
The strategy is written from the council’s perspective as the Local Housing Authority, setting out our expectations of all social housing providers operating in the district.
It covers how tenancies should be granted and managed, how vulnerable tenants should be supported, and how providers should help make best use of the limited number of affordable homes available locally.
The survey asks for your views on:
- how clearly the strategy explains the council’s role and why a Tenancy Strategy is required
- how well the strategy sets out the council’s expectations of Registered Providers
- whether the strategy gives sufficient weight to key issues, including tenancy types, tenant mobility, preventing homelessness, and supporting vulnerable people
- anything you think is missing from the draft

Please note: a separate consultation is being carried out on the council’s draft Tenancy Policy, which explains how the council manages its own homes.
